Create a New Layer in Photoshop
Photoshop software is designed specially on working on layers. All layers are transparent and can be move up and down. Every object which insert into the picture inserts as layer.

To create a new blank layer click on the "Create a New Layer" icon at the bottom of the Layer Palette. (If the Layer Palette is not visible press F7 or click on Window > Layers to view the palette box) This will create a new layer above the currently selected layer. If a layer is not selected and the image has only one layer it will create on top of the Background layer.

You can create a blank layer using the shortcut key Ctrl+Shift+N. The New Layer dialog box will appear.

You can name the new layer and change the color, opacity and mode using this dialog box. Click OK to create the new layer. If you are a hard worker on Photoshop it is a little bit of trouble seeing this dialog every time creating a new layer. Press Alt+Ctrl+Shit+N to avoid displaying the dialog box and create a new layer on top of the currently selected layer.

There's another method and this is not used by professional designers. It is using menu. Layer > New > Layer.
